On a submarine, even a very large one, there's a set number of entrances and exits to an area.
"Hacking the security cameras" is laughable. You're assuming that the security cameras would operate on the same network as public terminals, or even private terminals, as opposed to a closed system.
Pressure pads tell you where people are. Same with motion detectors. It may not tell you who's who, but it'll tell you where they are.

And when people become a problem, stick out like nails, it's time to drop the hammer. Ever hear of the Mechanical Hound?

Anyhow, it's kind of a moot subject. Not only would underwater cities be impractical, but 'evacuation' in the event of a breach is impossible. Underwater cities are not the next step. Cities that reach to the sky and burrow into the ground are.

I am assuming that these wiring would be inside and run across Rapture. It would only that time before they are cut.

I believe pressure pads are things that if you put weight on them it measures it.

And you can easily distract people with motion detectors because of their inability to track specific objects.

Sometimes to many nails stick out at once before you have a chance to stop it. Before you know it, the entire place collapses.

I feel like the underwater world has been untouched by humanity, and should remain untouched unless truly necessary. So if this is in a case that this a underwater city is necessary, how would it be run correctly?

What if we made this "Rapture" so that half of it was above the surface, and half was underwater?

And gangs couldn't really do much... who could have a police force walking around. Plus, if they fired a weapon in the wrong place, a seal could burst and destroy the whole city.

Who said anything thing about guns? I mean you could easily remove guns with proper screening and control of the docks.

While it would a massive engineering and finnacial strain, if nessecity needed a solution to rising sea levels, I'd say it's an option.

Or we could take the 2012 solution

I don't see a lot of these alledged problems actually forming. Basic safty concerns, such as the possibility of leaks and contaminationon of potable water, are basic engineering features which would neccesarily be corrected in the blueprints. Also, we don't seem to be talking about gangsters, but rather conquest-minded revolutionaries.

If rising sea levels actually WERE a big problem (they are not) then we could just build an offshore platform instead of engineering an UNDERWATER CITY. Do you have any idea of exactly how massive of a project that would be? It is not a logical solution to any of the problems out there, it just sounds cool.

Well Half of the U.K will probably go, but there will still be a lot of landmass, which I will agree to.

I know at the moment it would be virtually impossible, but it think it might work, even though I think other solutions would work better.

why not just colonized another planet? By the time you got a functional underwater city large enough to house a decent sized population, you could already have multiple space colonies. OR even better, find a way to fix the environment and stop rising sea levels. Both of those options require less manpower and are less expensive.

There are too many problems with building an underwater city, and not nearly enough incentives. There is no reason to do it right now or in the near future.

A dictatorship sounds like the right step for this kinda of enviroment. Perhaps communism would be able to work for once.

The energy source is no problem as others stated before.

The crime being hard to track? I do not see this as so. If anything, it would be easier for law enforcment to get them imo.

War would be a major problem though. < This needs looked into more from you guys

Humanity can survive without religion. And if the people to choose to be religious, let them be.

Getting to one place to another would be a hard task ex. one side of city to the other.

And Vault 101 worked up until the main character's father fucked everything up. Living in Vault 101 was paradise compared to living outside, which was why everyone was trying to get in. The people who wanted out were just stir crazy.
